Content IE5 shows in multi places

Why does Content IE5 show up under multiple user accounts ?

Thought this would only show up under the user that installed the OS and IE?

It holds temp files for IE for the user - so every user will have this
folder.

Same reason My Documents shows up under multiple user accounts.
