Is there a way to open explorer in kiosk mode or something similar and keep
the pc task bar at the bottom?

try this:

iexplore -k "http://www.google.com"

Or read this:

http://samanathon.com/internet-explorer-7s-kiosk-mode/

For the bar you can drag down the task bar, I mean to hide it manually or
you can use any software to hide it, you can google it, I have never used one
so I can't recommend one.

I know how to run in kiosk mode (-k) but I need to keep the task bar at the
bottom of the screen. Any ideas?

Sorry, I think I misunderstood your post.

Well I think you will have to open the browser in fullscreen mode but no on
kiosk mode, check this:

Then you just let the task bar at the bottom and I hope it makes the trick.

Why not maximize the window and then hit the F11 key to toggle. That
gets as much of the web browser's window to occupy the screen but keep
the presence of the Windows taskbar.
