Theme Viewing

On some sites my iexplorer opens correctly and others it opens with basic
black background. I have photobucket and I have put a theme for my background
I cant see it on my computer. But I did put it there and it shows for others
but not me. My homepage I have shows theme backgrounds but not that
particular site.
It worked fine one day and it was gone the next day this is right after I
installed ie 7 since then I have been using ie 8 an still have the same
problem can anyone help me on the config problems there?

Make sure that you are not using High Contrast mode.
Press LeftAlt+LeftShift+PrintScrn to toggle it,
if you know it is in that mode.
