how to consolidate menu bars?

The menu bars take up 3 rows with lots of white space. I want more rows of
content. How do I consolidate the 3 into 1 row. There is no drag bar on the
tabs row or the address bar and I can't get the menu bar to drag on to one of
the other bars.

If these can't be consolidated then I don't want it.

Did you want to tell us what version of Internet Explorer you're talking
about, and what version of Windows (with service pack) you have? And
what menu bars you're talking about, specifically?
