Limited skinning was available in the Web Accessories for Internet
Explorer 5:

I have been told that the Web Accessories work with IE 7, but I have not
tried it myself and, for the record, these tools are only recommended
for Internet Explorer 5.
Otherwise, skinning is not supported in IE 7. That doesn't mean you
won't find third-party applications that can do it. It only means that
Microsoft neither offers nor supports this feature. You can try a
third-party app, if you like.
Only my opinion: Not worth the risk of possibly screwing up your
operating system for eye candy.
