IE7 as administrator

There are times when I get a message to say I must run Vista IE7 as an
administrator, even though I am logged on with an administrator account.
If I right click an ie icon and choose Run as administrator from the
dropdown, IE7 opens but won't load any web pages.

Is there a cure?

I created a new user, opened IE7 as administrator, waited for an age
then an msn page was downloaded. Deleted the new user. Problem solved!
