can't get to google.com in English or log into any google accountwith IE8 RC1

IE8 RC1.
Vista Ultimate.

I am in Korea, but use English versions of operating system and google
sites.


A. I can't get to google.com in English.

1. eg: I type google.com in IE8. it redirects to google.co.kr
(aside: I HATE geo-location. wtf!! just let go where we
want to go by default!! DANNGIT!)
2. I click on Google.com in English link. The page refreshes but
nothing happens
(still on G Korea page)

B. try log into any of my google account with IE8 RC1 (gmail,
accounts, igoogle, anything..)
I get the message:

"Your browser's cookie functionality is turned off. Please turn it
on."

I followed the instructions for doing so in IE7 (none for IE8) found
here:

but it doesn't work.

I've deleted cookies, cache and restarted etc.

Any ideas?

its really really really frustrating.
