IE7 does not open unless "run as admin", Vista 64bit

IE7, Vista Enterprise 64 bit. The 64 bit IE7 works fine, but when trying to
launch the 32 bit version of IE7, nothing happens. After navigating to the
..exe, and "run as Administrator", the 32 bit version works fine. How to fix?
