RE: organize my favorites

"I had a similar problem, and found that the entry under this registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\MenuOrder

Was causing the issue. I assume the value under there was set by someone
during setup, but deleting that key and rebooting allowed me to drag and
reorder the favorites drop down menu again. Hope this helps."

It worked for me!
