My top and bottom bars are gone.

This has happened twice. I'm typing something and the top and bottom toolbars
go away unless I put my cursor over them. This is so freaking annoying and I
can't put it back and changing the settings won't fix it. I don't have my
yahoo mail icon to see if I have mail and I'm so fed up with it. The first
time this happened I used system restore but now that won't work so I can't
change this stupid crap. I WANT TO SEE MY ICONS!!!

Quit hitting F11 when you type.
