IE7 on XP Sp3 freezes up after recent xp update(s)

The page will load but right as it's finishing it will pause/freezeup and then in 4-5 seconds it starts responding again as normal.

I have disabled all add ons made no difference.
Disabled my Nortan AV and ZA Firewall still done it.
I even uninstalled all recent software and hardware with no change either.

No other problems occuring at this time.
