Japanese language coding problem

Hello everybody,

I have Dutch Windows XP, Outlook 2003 and Dutch IE 7.0.
As I use and read a lot of Japanese webpages I have installed Japanese
Language IME.

Most pages appear correctly on my screen but many do not and they show as
%$#@$, so unreadible.

I then have to go to "Coding" , select "Japanese automatic" and then the
Japanse webpage appears correctly.

I do not want to do this every time, is there a way that this will be done
automatically?
