Exactly. Thank you for suggesting the exact same thing that I would suggest.
I absolutely agree. Please Microsoft, take notice and make a patch or
something. If this software was open source I would have fixed it myself
already, that's how annoying this is to me.

Hi,

Your Favorites center will remain pinned if your close the browser with it
pinned.

1. Close all IE windows.
2. Open a new IE window.
3. Display and pin the Favorites center.
4. Close the browser.

The next time you open IE the Favorites center will be visible and pinned.
