Internet Explorer Icon is not visible in my Start Menu or Desktop

I'm unable to access Internet Explorer on my desktop or through my Start
Menu. I know the internet exsists, because I'm on here asking for your help.
I was able to get to the internet by going to Dell Support, but don't want
to do that each time I get onto the computer. Please help!

Which version of Windows? (Including SP level- SP1,SP2,etc.)
Which version of Internet Explorer?

Instructions for Windows XP...
Try these steps:
Control Panel> Add/remove programs> Set program access and defaults> Working
with either Microsoft or Custom, enable access to IE and make it the default
browser.

Control Panel> Add/remove programs> Add/remove Windows components> Put a
check by Internet Explorer> click on next.

To restore the IE icon to the desktop:
