Picture toolbar

In IE7 the familiar toolbar does not appear over any picture as it did in
IE6. I cannot find a setting for this. It is much easier to use the toolbar
than the right-click regimen.

There is no way to turn on the image toolbar. It was not included as a
feature in IE7.
