If a list item contains a table as its first element, the list marker should
be aligned with the first row of the table. Currently it is aligned with the
bottom of the table, which makes the rendering rather surprising.
A workaround, works for me:
Add a fake paragraph before the TABLE and move it down:
<P STYLE="MARGIN-TOP: 3EX; MARGIN-BOTTOM: -3EX" > </P >
