Security Patch IE 7 Under Vista

I have just tried to download the security patch, but evidently my
security settings do not allow the file to be downloaded.

I recently set the Internet security to high while the patch was being
prepared. Is this high setting causing the problem?

Download has been successful. Don't know what the original problem
