I found an answer . . . TOOLS > INTERNET OPTIONS > SECURITY > INTERNET >
CUSTOM LEVEL > FILE DOWNLOAD > ENABLE
I don't know how it got marked "DISABLE" because I haven't been into that
file. I have been downloading pdf files and all of a sudden I couldn't do it
.. . . so . . . it got disabled somehow. Maybe the last security patch . . .
