Mail links do not work

From Outlook Express I can see that it is the default mail handler
but in IE7 /Options/Programs I can't select it for E-mails because
the combo is empty. However, in the next combo, Newsgroups
Outlook appears as the handler.

I'm not sure if this is what causes that I can't send email by clicking
email links on web pages, which is my problem. I'm using XP Pro / SP3.
The problem was there even with IE6 right from the start when I bought
the computer (HP).
