Very slow IE7 Launch after reboot

I have a problem on one PC where after reboot the first launch of IE7 takes
about a minute. Subsequent launches are instantaneous. I've tried using
"iexplore.exe -extoff" for the intiial launch to rule out add-ons, and it
still takes about a minute. OS is Windows Vista Home Premium SP1 and Windows
Update shows it completely up to date.

Any ideas for what the problem is or for further debugging?
