IE7 does not change icons of Web Documents

IE7 does not change icons of "web documents" (Desktop right click ->
Web Document.Properties -> Change icon), but keeps the default icon.
Sometimes the selected new icon flits on the display, but does not stay.
Icons of local programs can be changed OK. IE version is 7.0.5730.13 and the
OS is XP Prof SP3.

First...
Try the procedure in this MSKB article to reset the icon cache:

Next, using smaller icons may help.
From Display Properties> Appearance> Effects, uncheck "Use large icons."
From Display Properties> Appearance> Advanced> Item> Icon, try using icons
smaller than 46.

Setting the shortcut to "Read only" after changing the icon may help.
