Help with icons

IE7 does not change any icons of "web documents" (Desktop right click ->
Web document.Properties -> Change icon). Sometimes the selected new icon
flits on the display, but does not stay. Icons of local programs can be
changed OK. IE
version is 7.0.5730.13 and the OS is XP SP3.
