IE 7 render problem with HTML Tables

I have a simple HTML table that is not working as I would expect. I need to
have the top two rows stay at a fixed height and have the bottom row resize
to the size of the host container (in this case a <div> tag). For some
reason, the top two rows seem to ignore the height style and expand with the
bottom row to fill the container. This does not occur when browsing with
Firefox.

When the DOCTYPE element is used, this behavior seems to occur. If I remove
the DOCTYPE element, then it works as desired.

I have tried dozens of different attempts at getting the desired behavior
with IE, but to no avail. Outside of removing the DOCTYPE element, is there
any other way to get this to work so that the top two rows stay fixed and
only the bottom row resizes to its container (preferably without using
script code)?

The sample HTML is below:
