RE: How to change language on top blue bar
This sounds like exactly the problem I am having. The "app name" in the top
blue bar, and at the bottom when minimized, is a row of squares indicating
non-Western characters. I am running XP pro SP3 first installed in 11/2001.
I have never had any language other than US English installed. When I
downgrade to IE6, everything returns to normal.
