connecting to internet

I have 2 accounts on my comp. I cannot access the internet on mine. But if I
click on the other account everything connects fine. I am admin. account. I
don't know what to try and do. Any help would be appreciated.

What happens when you try?
Can you access mail?
What if you go to Start | All Programs | Accessories | System Tools |
Internet Explorer (No Add-ons).

No I can't access email or any other application. It always comes up not
responding.
