Contol IE sites

Hi,
Running Windows XP Pro SP2. I need to control which site users of this PC
can open. I used to have a small nifty script that once added to system32
folder, the PC administrator can define sites that IE will open. Any other
site is denied.

Any ideas on that script, or other means to get this task done?
