Shortcut keys

All of the sudden when I press the up or down arrow key, it scrolls the
website I'm on. How do I shut that off, and why did it turn on in the first
place? It's reall quite annoying. Internet Explorer 7, Windows XP. Thank you.

I think that's always been normal behavior. However, the arrow keys don't
scroll (for me) in Internet Explorer until I've clicked somewhere on the
webpage or the scroll bar.
