What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)? Were any of these applications running
in the background when you attempted to install IE8 Beta 2?

Navigate to and right-click on:

C:\Program Files\Internet Explorer\IEXPLORE.EXE <=this file

Select Properties then open the Version tab: What version is displayed here?

Open Add/Remove Programs, make sure the Show Updates option is checked (top
right) then scroll down to "Windows Internet Explorer 7" and tell me if a
REMOVE or UNINSTALL button is available. (Don't click on the button, just
tell me if it's available!)

Norton Anti-Virus 16.0.0.125 (Latest version) This is always running in the
background, I never turn it off.

No third party firewalls.

IEXPLORER.EXE properties version: 7.0.6000.16544

In add/remove programs, Windows Internet Explorer 7 does NOT have any
buttons at all.

You are asking for failure by not disabling any AV during an install of SP3
(or any service pack).
My comment about Norton is that I finally saw the light and removed it (with
some difficulty) a year or so ago.

If the machine were fully patched, that would be v7.0.6000.16735 so
something's very wrong.

Did you upgrade to NAV 16.x (2009?) from an earlier Norton application &
version (e.g., NAV 2007)?

Thanks, that confirms that WinXP SP3 was installed after you'd installed
IE7.

Was NAV (any version) running in the background when you installed WinXP
SP3, Kevin?

Yes, I'm positive NAV was running during all intstalls, I don't recall
turning it off during any upgrades. But I'm also sure there were not any
error messages during the installs either.
