popup blocker blocks my page

I cannot 'always allow pop-ups' from a html page with javascript in my own
computer. When I clicked on the Information bar, the menu has no option to
'always allow popups' and I cannot add the page into Exception list. How can
I allow the webpage javascript without clicking the Information bar every
time I open it? I am using IE 7.
