Please help for the creation Virtual directory

I am using windows XP operating system. I have an html file in
c:\sales\sales.html

Please I am requesting ur help to run that HTML file from localhost creating
a virtual dirtectory.Please give me the steps to create and to run that file
from that virtual directory
