Which version of Windows? (Including SP level- SP1,SP2,etc.)
First clear the Temporary Internet Files.

Start IE7 without add-ons from:
Right-click the IE icon on the desktop. Choose Start without add-ons.
Programs> Accessories> System tools> Internet Explorer (no add-ons)
If the problem goes away, an add-on is causing the problem.

Turn on the Windows Firewall from Control Panel> Windows Firewall (so that
you will have *some* protection) and disable your third-party firewall,
