IE - Work Offline keeps getting check marked

I am new to Windows Vista and I am having problems with IE. Under tools the
line that reads "Work Offline" keeps checking by itself and when it does I
cannot go online. I have to keep going in an unchecking this. How do I stop
it from doing this?

If you don't get a prompt about the page not being available offline
(which would allow you to turn that setting off automatically),
something else is wrong with your system.
