is there a way to know if someone is deleting only certain websites out of
their history, and further what sites they may have been

I noticed in your sig that you are involved in forensic data recovery.

Forensic techniques, such as those available to law enforcement and
government agencies, can recovery just about anything. But this type of
specialized recovery is not available to the typical computer user, and
you would be most unlikely to learn about them in a public newsgroup
like this.
