Cannot download application

I just tried to download Bug Doctor from the official site and got a message
saying 'Your security settings do not allow this file to be downloaded'.
Where do I alter the settings to allow the download?

I had a similar problem on a computer of someone of my family and i guess it
was a virus:
- it didn´t let me to dowload anything,
- it didn't let me to execute instalation programs;
- it did't let me to connect with windows update!
- the ie7 and firefox didn't work always and when it did were very slow....

i resolved the problem restoring the computer to a previous date

My opinion: You should stay away from applications like Bug Doctor. They
will makes changes to your system that you do not understand and won't
know how to reverse when they later cause problems.

Instead, invest the time to learn how to maintain your computer and use
it wisely. That will keep your computer running better than any
quick-fix silver bullet.
