GPO setting default homepage: can users use other tabs in settings

Hi,

Is it possible that when I set the default homepage in the GPO, that users
are able to set their own custom default homepage as second tab next to the
GPO? Each time the GPO settings are refreshed, the GPO deletes al custom
homepages that are set as second tab.
