IE7 tabs perminently open blank

I have reset IE7 on Vista due to it keep crashing - now I have problem with
tabs - when i open a new tab it's blank

Have selected "Open home page for new tabs...."

Have restarted explorer

Have rebooted my machine

Still have blank tabs

This has been a problem for all other user accounts, but mine (admin) has
always worked properly - until this reset

Is there a way to reinstall IE7 or preferably to repair?

my fault - it's a message about using tabs & i hadn't OK'd it
