how to speed up web access to foreign countries?
in USA, accessing web sites in other countries can be slow (e.g. china).
Would it matter if I switch ISP?
Are there any services, free or paid, that would speed up the access?
What mechanism would be used to do this (theoretically, if no such service
actually exists)?

I can reach international websites quickly from the USA.

The speed of your internet connection is entirely determined by your ISP.

[Raise your hand if you're old enough to remember having to place an
international phone call with the Operator who'd then call you back when the
often-lousy connection had been made...and that the call cost $$$!]
