IE7 in english for french users ?

Hello, i would like to use IE7 in english on my computer.
I can't uninstall IE7 (no option in install/uninstall programs or "updates
softwares") to install an english IE7's english executable file.

How should i do it ?

How to understand your situation: Internet Explorer is not a separate
program that is installed on Windows. It is part of the Windows
operating system.

If your Windows operating system was created in language 'A' you cannot
change a portion of it to language 'B'.

Your initial question (vs the subject) is confusing. I am assuming you have
a French-language version of Vista:

If you have a French-language version of Vista Family (AKA Home) Premium,
you can't have an English-language version of IE7 without purchasing &
installing an English-language version of Vista.

[If you had Vista Ultimate or Enterprise, you'd be able to change the
language version of Windows and IE without having to purchase Vista again.]

There are several ways you can customize your Vista Family Premium machine
using "regional formats and languages" but nothing here will give you IE7 in
English. See
