Your initial question (vs the subject) is confusing. I am assuming you have
a French-language version of Vista:
If you have a French-language version of Vista Family (AKA Home) Premium,
you can't have an English-language version of IE7 without purchasing &
installing an English-language version of Vista.
[If you had Vista Ultimate or Enterprise, you'd be able to change the
language version of Windows and IE without having to purchase Vista again.]
There are several ways you can customize your Vista Family Premium machine
using "regional formats and languages" but nothing here will give you IE7 in
English. See
