pop-up blocker settings greyed out

The pop-up blocker settings are greyed out and so I can't allow popups from
pacticular sites that I want (eg Pogo.com)-- I can still get a a pop-up to
play a game by holding down shift, but sometimes I get thrown out of a room
altogether if I wait to play a second game...
What do I do??? Thanks for any advice.

Windows XP or Vista? (Might or might not matter.)

Is the IE7 pop-up blocker turned on? Settings will be unavailable if the
pop-up blocker it turned off.

Is another pop-up blocker at work? How about the Google toolbar, Yahoo
toolbar, Earthlink toolbar?
