something wrong with a website?

this is what the website looks like. whenever i try to add picture, the
uploading box is at the bottom of the screen and most of it is cut off. i
can't open the link in a new tab and this website only uses internet explorer
7. could there be something wrong with the add-ons required for this website
(it's a social networking website)?

What if you go to Start | All Programs | Accessories | System Tools |
Internet Explorer (No Add-ons).
