My IE 7 is working but not working????

I can brouse the net, but my favs are gone and the bar at the top of the
screen, where file and tools and such are suppose to be but are not. What is
happening??? And could this be affecting the fact that I can not download
anything to my computer? Like updates and even games. Can someone PLEASE help
me????
