Well, user is reporting this behaviour in Windows XP SP2, using IE 6.
The default browser is Firefox 3.
IE is initially coming up because some HP OEM software is bringing up
a welcome page.

If the default browser is properly set from Control Panel> Add or remove
programs> Set program access and defaults, I would disable the HP program
from
Start> Run> msconfig> Startup or using a third-party utility such as Startup
Control Panel from
http://www.mlin.net/StartupCPL.shtml
The HP program *may* be listed here, as necessary or unnecessary:
