IE 7.0 Tif viewing problem

I do not have Microsoft Office Document Imaging as an option, my Windows XP
default TIF viewer = Windows Picture and Fax Viewer.
When I bring up a Tif image in IE 7.0, I do not receive an Open, Save, Close
popup panel. The first page of the Tif image is displayed, however I can not
print this image nor can I look at the any other page of this Image. Any
suggestions???

Are you clicking on a download link on a webpage?

Does right-clicking that link give the option to "Save target as?"
