2 questions, IE7

I'm using IE7/Vista32 Home Premium. I have 2 questions.

1. Often when IE crashes it takes my history and some cookies with it
(remembered passwords), because when I open my home page back up, the links
arent showing up in purple "been viewed" and the browser address bar holds
little or none of the typed history.

2. Often when I open another tab via clicking on a link, the toolbar on top
becomes "unglued", like the links are now expanded and things are moved all
over spreading out thriough additional bars. I only have the "Google"
toolbar, and the Paypal button on the bar along with the tabs bar.
