IE has never had a spell checker and has never used Office's spell checker.
Windows Live Mail includes its own spell checker.
The Office 2007 spell checker is not compatible with Outlook Express (OE):

That error usually points to the fact that Address Book is configured to
share contacts with Outlook (OL). Such sharing can be disabled but know
that installing any OL update can result in (1) sharing being re-enabled and
(2) OL "hijacking" the default Mail Client functionality away from OE (and
WLMail, for that matter).
