Odd, when clicking the link the ? is replaced with an extended ASCII
character.
As to why IE7 won't open it, it will. It opened fine here. If you mean why
won't it display the content, it seems to require a 3rd party ActiveX plugin
to be installed - I was prompted to install it (and refused, I have no idea
what it does), your IE7 security settings might be set such that you never
even get asked so that would be a good place to start looking. Or you might
have something else installed that actively prevents the plugin from being
installed, but as you haven't given us details about what OS you are using,
the exact version number for IE7, and what add-ons you have installed and
any anti-virus/firewall/adware/security software you have installed there is
no way anyone can tell you why it's not loading on your IE7 install.
