Internet Explorer 7 is inavailable for reading from file

If read from file, Internet Explorer 7 does not understand bookmarks (but it
understands the same bookmarks when reads from web).

Windows XP or Vista?

Is IE7 the default browser?
XP: Control Panel> Add or remove programs> Set program access and defaults.
Vista: Control Panel> Default Programs.
