IE 7 Lan Settings hang

Hello Everyone.
I have had this problem for a while.

I have a Dell Laptop, running Windows XP SP3. IE 7 works on it. I install
Norton 2007. IE works for awhile, then on my login on the laptop, IE hangs. I
click on it, and it says connecting.... forever. I went into properties, and
found when I click on LAN settings, it hangs. It looks as if the settings
under LAN settings is incorrect and hanging. The other 3 User ID's on the
system do not have any issues. I have uninstalled and reinstalled Norton
several times. Is there a work around to see the LAN Settings for IE without
going in IE.... Such as the registry?

Any help is appreciated.
