IE7 opens all screwed up

when my father-in-law opens ie7 in vista:
no title bar
no menu bar
no address bar
no tool bars
no tabs
no windows taskbar
ie7 fills the desktop as if it were maximized (it isn't) and as if the task
bar were set to hide (it isn't)
alt key doesn't work
alt tab doesn't work
pushing mousepointer to top of screen causes address bar and tabs to show,
but no menu bar and no title bar
pushing mousepointer to bottom of screen does nothing
pressing the windows key shows the start menu and the taskbar
closing the start menu hides the taskbar

anybody know what's going on?
