Tabbed Browsing

I have allowed the tab browsing in the Internet Options section. I always
close the IE windows to allow them to reset, nothing happens. When I click
on Ctrl+T. It does not allow me open a new tab. When I click on File to see
if I can do it from the file menue, it is grayed out. I love the tabbed
browsing feature of IE7, I am very sad I can not seem to turn it on to use
it. Please assist this tabless user!!!!

Always state your full Windows version (e.g., WinXP SP3; Vista SP1) when
posting to this newsgroup, please.
